The only viable solution to avoid "water wars" of the future is to ensure that we continue to develop desalinization technology, so 30 years from now we will be able turn sea water into an almost limitless supply of drinkable water.
The two current problems for clean water are organic matter and pathogenic microorganisms. The possible solution for these two problems is that the water gets purified in water treatment plants before it is piped into the community. There's close to none, and we are losing the remaining clean water we have left.
