It is the ground wire for the fuel pump. The Red wire is the power wire for the pump. the dark blue is the signal wire for the gauge and the black is the ground for the gauge.

Don't bother trying to figure that out. The easiest thing to do is to get an adaptor harness. They're available at Walmart and most auto parts stores for 10-20 bucks and will plug right into the factory harness. The wires on the adaptor are labeled for you. All you have to do is tie it in to your new CD player. That's how I dropped a nice Sony into my 1990 F150 XLT Lariat.
