Boy Scouts was started in 1907 in England by Lord Baden Powell. In 1910, an American who had been helped (in the fog!) by a Boy Scout in London came back home and started up Boy Scouts in the USA. A link is provided below for more information.

The Boy Scouts are generally considered to have originated with Lord Baden-Powell, a British General who had written a manual for "scouting" for British Soldiers. He then rewrote his guide in a non-military fashion for boys and started Scouting as we know it.

An American by the name of William D. Boyce was instrumental in bringing Scouting to the U.S. after being the recipient of a "good turn" by one of Baden-Powell's Scouts. There were additional "founders" of U.S. Scouting which eventually merged into the Boy Scouts of America.

There were several scouting movements underway in the US such as the Woodcraft Indians and Sons of Daniel Boone as early as the late 1800's.

In 1907 Lord Baden Powell of Gilwell England took his first group of boys to Brownsea Island for what he termed an experiment in scouting. He wrote "Scouting for Boys" in 1908 and is commonly credited with starting the World Scouting Movement we know today. Different sources often list either 1907 or 1908 as the date.

William Boyce brought Powell's scouting ideas over to the US after encountering scouts in England and founded the BSA in 1910. The other scouting organizations already present in the US quickly folded into the new BSA.

The first Boy Scout troop in America was organized slightly before that in Pawhuska, Oklahoma (Osage County), in May 1909 by Reverend John F. Mitchell, a missionary priest from England sent to St. Thomas Episcopal Church by the Church of England. Rev. Mitchell, who had been associated in scout work with Lord Baden-Powell in England, organized the troop of Boy Scouts under English charter and equipped them with English uniforms, manuals, and badges.

There are many claims to this honor.

Troop #1 of Barre, Vermont, formed by William Foster Milne of Scotland in 1907, claims to be The First Boy Scout Club in America.

In 1908, Mrs. Myra Greeno Bass organized a local troop of 15 boys in Burnside Kentucky, using official Boy Scout materials she had acquired from England.

The first officially sanctioned Boy Scout troop in the United States of America was in Pawhuska, Osage County, Oklahoma. It was organised under a British scouting charter in May 1909 by Reverend John F. Mitchell. Rev. Mitchell was a missionary priest from England sent to St. Thomas Episcopal Church by the Church of England.

The first troop charted under the newly formed BSA was in Troy New York in September 1910.

Ernest Thompson Seton started the Woodcraft Indians in 1902 and published "The Birch Bark Roll of the Woodcraft Indians" in 1906. Daniel Carter Beard started the Sons of Daniel Boone (later the Boy Pioneers) in 1905. On his return from Africa in 1903, Baden-Powell found that his military training manual, "Aids to Scouting", had become a best-seller and was being used by teachers and youth organisations. Baden-Powell had served as the Brigade secretary of the Boys' Brigade in South Africa and drew on his experiences there as well as Seton's work in adapting his military hand book for a youth audience. The resulting "Scouting for Boys" was first published in 1908.

In 1907, Lord Baden Powell took a group of 22 boys to Brownsea Island for what he termed "an experiment in scouting". This is commonly credited as the start of the World Scouting Movement we know today.

Several small local Scouting programs started in the U.S. soon after, most notably the Boy Scouts of the United States, the National Scouts of America and the Peace Scouts of California. The YMCA in Michigan was organizing Scout troops based on "Scouting for Boys" as early as 1909 and other YMCA troops appeared soon after. After encountering scouts in England and meeting with Baden-Powell William Boyce founded the BSA in 1910. The Boy Scouts of America received official approval from Baden-Powell and soon after the Woodcraft Indians, Boy Pioneers, Boy Scouts of the United States, the National Highway Patrol Association Scouts, the National Scouts of America, the Peace Scouts of California and the YMCA troops were merged into the BSA.

Baden-Powell also recognized the need for a girls program and so enlisted his sister, Agnes, to help start the girl guides; and a program for younger boys and so started "Cubbing" about 8 years after starting the Boy Scouts. Cubbing received some resistance in America due to a fear of diverting adult leadership from the Boy Scouts but was finally started there in 1930.

Barre, Vermont has documented history on being the first boy scout troop under British charter and was also the first troop to join the Boy Scouts of America at the very first YMCA-BSA scout summer camp at Camp Abnaki, North Hero, Vermont in July, 1910
