Checks and balances is the system that keeps each branch of the government from gaining too much power. Essentially, each branch exercises a certain amount of control over the other two, and this control prevents one branch, and therefore a limited group of people, from creating a tyranny.
You would need to know what each branch could do. Short answer !
The only branch of the United States Federal Government that can enter into treaties with other sovereign nations is the legislative branch.
The legislative branch of government is the branch that is responsible for writing laws, among other things. The house of representitives and the senate are the legislative branch of government.
The Executive Branch of government may consist of many agencies but the Branch itself is only one of three branches of the government. The other two branches of government are the Executive Branch and the Judicial Branch.

The Founding Fathers created the United States government in a way that would keep each branch of the government from having too much power. Each branch--Legislative, Executive, and Judicial--has power over the other two. This keeps the government from being controlled by one sole part of our country's government.
