Large states wanted to base representation in Congress on population. Smaller states supported the New Jersey Plan, which would have allowed each state to have an equal vote.

In the Virginia plan they wanted it based on population because they were a bigger state. But in the New Jersey plan they wanted an equal representation because they had a smaller population.

The Great Compromise combined the New Jersey Plan and the Virginia Plan. The New Jersey Plan wanted governmental representation independent on population, therefore the representation would be the same for every state. The Virginia Plan wanted representation to be based on population, therefore some states would have more representation than others. The Great Compromise combined the two, and created the Congress we have today. The Senate is independent of population, and the House of Representatives is based on population.

Roger Sherman proposed that the Senate would have an equal number of representatives and the House of Representatives would have one representative for every 30,000 residents. This plan satisfied all of the states and became known as the Great Compromise.
