there is no distributor on a 98 rav. therefore no cap or rotor. replace the plugs and wires and the tuneup is done
A full tune up includes changing several parts. The spark plugs, air filter, distributor cap, rotor need to be changed. Check plug wires for wear as well.
EAsy , remove distributor cap then loosen two screws holding rotor down and pull it off . reassembly is reverse of removal
Bad coil? Bad distributor cap? Bad distributor rotor?
It is the only electrical part that's in the distributor. Remove the cap and rotor and you will see it.
There can be many reasons for this problem, but something to try....New plugs, plug wires, new rotor and new distributor cap, If this doesn't help you will still have a start on a good tune up.

remove the 10mm bolt and remove it.disconnect plug at other end.
Check the pickup inside the distributor and see if its OK. Do you have spark at the ignition coil? Check the wires. Or the cap and rotor assy.
It's the distributor rotor that you are looking for & it's under the distributor cap. Remove the distributor cap and there you will find the rotor.
