When you start your car on a very cold day, your oil is quite thick and can't flow thru your filter. Your bypass valve opens up and lets the oil pass by until the engine has warmed up and the oil has thinned out a little. Also, if you haven't changed your oil filter for a long time and it is now completely plugged up, the bypass valve open up to let the oil go thru.

The bypass valve in an oil filter allows the oil to bypass the filter if the filter becomes clogged. Some filters also have an anti-drain back valve when the filter is mounted in such a way as the oil could drain out of the filter.
