The tensioner maintains proper tension on the serpentine belt.
Too much tension can cause premature failure of the belt, water pump, AC compressor, alternator, Power Steering...
Too little tension can cause belt slipping, resulting in premature belt failure and poor operation of the water pump, AC compressor, alternator... AND when those pulleys are slipping, they generate a lot of heat which can cause premature failure of the water pump... you get the idea.

Search this forum for a post asking how to replace the belt tensioner, it will detail the process. It is only a couple of bolts that hold it on, but you will have to work through the passenger wheel well to gain access. Good luck

I believe you need to replace a timing belt. Cause it uses timing chain which doesn't required to change as timing belt.
The cam chain tension on a 1996 Saturn SL1 cannot be reset from outside of the motor. It will have to be accessed inside the motor. It is also a good idea to check and make sure it is not simply a broken timing guide.
