The button is called an Electronic Traction System (ETS). This computer controls the wheels and keeps them from spinning. it is used to prevent slipping and freespins in unusual terrain.It is suggested you keep it off unless it is needed as it saves gas (although minute) and unneeded strain on your electrical system.
It is a recall that adds a part to help prevent the shifter accidently getting knocked out of park.
The "s" button is the sport mode, changes the shift points for better acceleration.

The 1997 Chevy Blazer shifter cable will have swivel nuts on each end of the cable. Connect the shifter cable and turn the swivel nuts to the right to install the shifter cable.

this happened to me before. there is a little sensor in the middle console in the shifter that went bad. you need to change the shifter in the middle console. this doesn't work if you need a quick fix. theres a button in the center console you have to hit to release it. in my 98 there is a "button" under the steering column that you push up to relaese the key...it is covered by a small access "door" that takes a very small flat head screw driver to get to. the new ignition was like $300 to replace....I still press the Little button
