it should be a 15 mm bolt. that's what it is on my 91 cutlass supreme and my 93 beretta.

Remove the bolts on one end of the strap and the strap should pivot down from the hinged end. Use ample lubricant on both ends of the strap.

It will take a 15mm socket to r&r them.
you cant, you will have to drill new holes, and place the straps there. for safety reason's you can not take the old bolts out
I hooked a tie down strap to the front hook on the engine (driver's side but towards the center of the car) and then down under the car. I unbolted the two front motor mounts and ratched the tie down strap to rotate the engine forward. This creates more room to work with. There is a nut on the bottom bolt on the alternator and for it you will need a 15 mm wrench or socket. The bolts are all 13 mm if I remember correctly.
It's inside your gas tank. The gas tank is on the left side of the vehicle. There is a strap that goes around it and bolts to the frame and a strap that goes around it and bolts to a crossmember. If you get under there and look you can see the hoses coming from the top of the tank. That's the fuel pump.
