Communism, as the name suggests, provides a communal pot of goods and services that everyone on the country has access to, despite social status.

The Government's job, hypothetically, is to make sure all of the goods and resources are distributed evenly and that everyone who has put into the pot, has access to the goods.

Communist governments make sure that factory workers get their pensions farmers meet their quotas and that food is readily available wherever it may be needed.

Communist leaders can either be appointed or elected, but their goal is to make sure that all members of society are reciting their goods and moneys fairly despite social stature. However, giving the government that much power has often led to the system breaking down for corrupt officials, and although not always, communist governments are often times absolute and ruthless when people start to fight them. Many communist governments view a protest as "mutiny or treason"

The following nations have/had a sense of a communist regime in one way or another: China, Vietnam, Laos, North Korea, Albania, Yugoslavia (Serbia, Macedonia, Albania, Montenegro, Bosnia, Herzegovina), Czechoslovakia (Czech Republic and Slovakia), the USSR (Russia, Ukraine, Belarus, Georgia, Azerbajian, Armenia, LAtvia, LIthuania, Estonia, Finland, Kazakhstan, Uzbeckstan, Tajikstan, Turkmenistan, Kyrgyikstan), Chile, Argentina, Peru, Grenada, Bulgaria, East Germany, Spain, Romania, Moldova, Libya, Angola, Congo Bra, Congo Kinsh, Papua New Guinea, Zimbabawe, Somalia, Venezuela, Cuba, Guatemala, and a few others have been infiltrated by communist for very short spans.

Many other nations do have communist parties and sometimes do get elected within their democratic societies.

The role of comunism is to pay all people in a country the same amount for their work. In theory it would promote equality and prosperity in a country. The idea even went beyond money. Comunism was also supposed to give everyone the same benefits and security in health, housing, insurance, etc. In its theory form it doesn't sound all that bad, but in truth there is one major flaw; Government. In comunism the government has complete controle of the economy because they controle how much money everyone gets. This puts an awful lot of power in the hands of only a few individuals. That's why almost all comunist stayes devolve into a Dictatorship, and the main point is that comunism never really worked out for anyone anyway. For example, at one point, all the countries that made up the Soviet Union were comunist. Eventualy, the Soviet Union fell apart because its economy had died under the stress of taking care of everyone. And the Soviet Union wasn't even really treating everyone fairly anyway because the working class received minimal help from the government while the poloticians of the time wallowed in luxury. End point; it doesn't work.

For citizens in one of the few communist countries in the world, their role can be Communist Party members and be eligible for Party positions in the government. Their main role, however, is to support Party policies and to be employed if they are healthy enough to work. There may be voting as well to participate in, however, most elections involve Party policies.

If you mean who has the power, in communism there is a dictator, and in socialism it is a representative democracy, just like in most countries.
