In Microsoft Word, CTRL+SHIFT+PLUS is used to apply superscript formatting with automatic spacing to the selected text.

Ctrl plus Q, often written as Ctrl-Q or ^Q, is a key combination used to send a command to an application. The CTRL key is the only difference. What it actually does depends on the currently active program and/or control, and whether or not the key combo has been implemented or not. If not, the shell processes the key combo. On my system (Windows 7), both combos bring up the task switcher.
It means that you press the Ctrl key and holding it down, press the F1 key to perform a certain function on a personal computer and the function you perform depends on the context and the program running etc.
