I doubt you will be able to get a clear answer on that. Part of the problem is that the requirements for Eagle Scout have changed over the years. When the rank was first invented there was no Star ot Life ranks and all Eagle required was to have your first class and then earn 21 merit badges.
For example, the BSA was incorporated in 1910 and by 1912 the first Eagle (by Arthur Eldred) had been awarded. The BSA had not even gotten around to designing the award yet!
