The three-fifths compromise made three-fifths of the slaves count in the Census when it was taken in order to see how many represenatives the Southern states would get since representation in Congress in the House of Representatives is based on population alone. This also made three-fifths of the slaves count for taxation purposes, also, to be fair to the Northern colonies that did not have slaves but still wanted equal representation in Congress.

The Three-Fifths Compromise meant that a black person was 3/5 of a person. The compromise put off any real final solution to the slavery question until it got bad enough to cause the American Civil War.
