The size of any legislative branch is dependent upon the number of citizens each member is allowed to represent. Some state legislatures have one member for each town and city precinct, as well as one member for every so many people in a second house of the legislature.

The US House of Representatives, which is based on population has 435 voting members plus 5 non-voting members for the District of Columbia Puerto Rico, Amer. Samoa, Guam and the Virgin Islands. The US Senate has 100 members, 2 from each state, plus the Vice- President serves as president of the senate. In addition to these members there are numerous assistants, pages, and aides for day to day operations. Thus the total membership of the US Congress is 541 plus aides, assistants and pages.
