There isn't a standard, they come in all different sizes,
the average would be between 30 and 32 inches.

There are some defacto standards based on standard stud placements. if you have a wall that is on 16 inch centers, there are a few window widths that come out as 'standard'. without cutting studs, you can have a rough opening of 30.5 inches. if you scab on one side of the 3 stud span and make the the original stud your jack stud, you would have a standard rough opening of 32 inches. if you put scabs on the insides of the 2 outside studs of your 3 stud span, you would have 27.5 inches. if you only do one, you would have 29 inches. at most of your home centers, you will find standard width windows that fit all of these rough dimensions in width.

the same thing exists for walls on 24 inch centers.

Lengths can be darn near anything however home centers will only carry several possible ones and you have to special order the rest.

Is the 6 the width or length in 6x8 feet?

Conventionally the shorter measure is the width, so the 6 ft would be taken to be the width. However, it does not have to be, for example the width of a window is the distance from side to side regardless of the height of the window - with a short but wide window the width would be the longer measurement.
