Rye flour has a very distinctive flavor and less gluten than wheat flour (all-purpose flour). So it is not advisable to substitute it for all-purpose.

Even when making good rye breads you do not use 100% rye flour.

A common substitute is buckwheat flour, but take notice that the taste will be noticeably different, as rye is sweeter.

You can use any other non-wheat flour or triticale flour. But do bear in mind the taste will never be the same.
