I own Vectra B 1.8 and last time on highway i took it to 205 km/h but no passengers and laguage. hope this helps... Last month i change gearbox, new tires, new exhaust and fixed some smaller problems. New software for car computer also... this had a lot of influece on power.
I have a 1997 1.6 vectra and I got up to 200 km, but I didn't push it to its limits!

The engine number for a 1997 Holden Vectra is on top of the engine itself. it is engraved into the metal of the engine.
go on web page called MPG.com, you enter make, model and engine size and it gives you the book answers of top speed, 0-60 times and fuel ecomony etc
The oil filter canister on your Vectra 2.0 CDI is under the top cover of the engine. It is on the right hand side.

You top it up via the brake master cylinder.
you have to take the center peice off the top of the engine.. part that says 2.2 ecotech and the plugs are located deep down inside there
