To my knowledge this phrase means that friendship is an agreement that people make with each other. The phrase "treaty" implies that human interaction is a battle and friendship is an agreement between two sides that they will not be at odds with one another. A Treaty, in military words, is an end to war/conflict through two leaders sitting down and writing on paper that they will not fight anymore. Treaties save lives by ending the fighting and coming to an agreement on what the terms of the peace time will be. So this phrase when applied to friendship describes friends as people who have decided to be at peace. To me personally, this phrase means that friends see the differences and conflict between them and they agree to put aside their differences to be friends. Maybe you and your friend don't like the same music or you attend different churches or you disagree on politics, but you can still respect the differences of opinion and enjoy the genuine mutual admiration you two share without trying to change each other.
