Depends on the manufacturer. It'll typically be a type of steel.. a lower end branch, such as the Pittsburgh line from Harbor Freight, might use Chrome Vanadium, whereas a higher end brand, such as Snap-On, will use a grade of steel which exceeds tool grade steel.

These are for use on nuts where you don't have a wrench of the correct size. Adjustable wrenches are very handy, but can 'round' tight nuts if you are careless. Most technicians use them only as a last resort.
