It was probably manufactured by Crescent Firearms, Norwich, CT sometime between 1893 and 1930. It could also have been imported from Belgium c 1890-1914. If it is hammerless with fluid steel barrels it may still be a shooter (but have it checked by a gunsmith before trying it) and could bring $200-$250 retail for a double barrel or $75 for a single shot. If it has side hammers and twist barrels, it would bring about half as much as a decorator. If it's broken/worn-out/rusted, then it's probably only worth $10-$20 to someone who will turn it into a floorlamp.

Victor Special was the Trade Brand Name used by Crescent Fire Arms Co. and distributed/retailed by Hibbard Spencer Bartlett of St Louis, Mo. Was headquartered in Chicago. Probably had an outlet in St Louis.

how much is it worth
We just bought a Crescent Firearms 20 gauge single shot at an auction in Walterboro, SC (outside Charleston) for $95 and from what I understand, it's not worth any more than that in great shape. I've done some research online about it and looks as though you will only be able to get parts made by a good gunsmith. The parts are no longer available.
Highly unlikely you will find any. Getting them made will probably cost more than the shotgun is worth.
It's atleast from the 1930's. New crescent didn't make guns after then
