It seems you have only half of the mint sets, if that much. There should be matching cellopacks with the Denver seal and each should also contain a half dollar. The full sets list at $32.50 and $48.50. Retail prices for the individual uncirculated coins, including the halves if you have them, are: * cent .20, nickel .25, dime 1.00, quarter, 2.50, half $7, for either year. The 1960 nickel could be worth up to $2 if it is exceptionally nice, but you would have to spend $15 or more to have it certified at a grade of MS65 or higher. The 1960 cent could be worth up to $7 if it is the small date variety.

If you have a proof set, the coins will have mirrorlike surfaces and the mint seal will say "proof set". As of 12/2008 these retail for about $18 for either date.

What is the value of a 1976 Treasury Department US mint coin collection which consist of a nickel dime bicentennial quarter and Kennedy half dollar?

The value of your 1976 US mint coin collection would depend on the condition of the coins and any special attributes that they may have. Generally, these coins are considered common and their value would primarily be based on their silver content and collector demand. You can check online sources or consult with a coin dealer for a more accurate valuation.

What is the value of a 1975 Treasury Department US mint coin collection which consist of a nickel dime bicentennial quarter and Kennedy half dollar?

US Mint bicentennial sets contained either a quarter, half dollar and dollar, or all six denominations. A partial set sounds like something that was put together by a private seller. Unless the coins are in uncirculated condition, they have very little added value. Even if uncirculated, they wouldn't be worth more than roughly twice face value.
