Plus/minus 3 to plus/minus 15, with a maximum open circuit range of plus/minus 25.

For a status line, such as DTE or CTS, plus is true, minus is false. For a data line, such as TXD or RXD, minus is marking or 1, plus is spacing or 0. (Note the inversion at the UART.)
