This problem lies with your pipe sizes. If the pipes size of your main line does not equal the supply for demand this will result in the current problem. For example, if your whole house is fed with half inch piping and you open two taps the volume of water has to be shared from the half inch pipe, thus causing a drop in pressure. Whereas if one installed three quarter inch main line "t-ing" off to half inch, because the three quarter inch will hold a higher volume of water when two taps are opened and the water shared, the drop in pressure will be hardly noticeable.
Some causes for a sudden water pressure drop: 1) A big leak on the main supply line. 2) one or more faucets or shower heads opened on the same water line. 3) A utility water pump failure.
There is usually a main water valve that comes into the house, locate this valve and turn it down. Installing a pressure reducing valve after water main valve will allow for adjustment of water pressure to proper setting.
Call the water board, if you can't turn the pressure down on the boiler.

That totally depends on how many houses there are, and what the pressure in the water mains is. The smallest allowed where I work is an 8" diameter water main, but 10" and 12" are common, too.
Your cold water comes directly from the main line without hitting resistance. Your hot water travels through your water heater which may decrease the pressure. Is this a new problem or has it always been like this? If it is a new problem you may be getting build-up in the lines near the water heater or even in the water heater. Hot water also tends to have more deposits in the piping. If you have galvanized piping, you could have a lot of corrosion in the pipes. Hot water heaters do get scaling build up. It might be worth having it checked out, a broken hot water heater can be pretty messy! The answer may differ according to where you live. In the UK the cold water comes from the main which is kept at a moderately high pressure, for example by a water tower. Any leaks are then "outwards" with less chance of inward contamination. The hot water in a house is generally provided from a tank in the house attic, which auto-refills when water is drawn off, stoppnig when full by a floating arm which cuts off the supply to it. This tank at relatively low height provides lower pressure water to the house boiler.
