The straight 4 is a great motor, but you should check the owners manual to see what the towing capacity is, all pop ups are not the same weight, this way you can stay close to the weight that the vehicle is able to pull without overworking the motor and trany. Should be no problem for a small one.
I'm not sure there is a formal answer from GM on this subject, but I would limit it to a small pop-up camper or a pair of snowmobiles.
The state of Alabama does not require a title for a 1990 pop up camper. A title for a pop up camper that is more than 20 model years old does not need a title. If it is newer than a title is required.
