Are you on a well? If so, it could be ground water getting into your aquifer. If not on a well, I'd contact the local utility, ASAP!

A toilet is intended to flush away waste, it is not normally used as a source of water, even though it does contain water. Normally, people who have toilets also have faucets in their sinks, and they get water from faucets.
It is most likely the water heater. More specifically, the anode in the water heater likely needs to be replaced.
Of course as water seeks its own level thus the toilet is NOT effected by a fixture above it
it wasnt MADE but it is used to clean things mostly to disinfect. for example pool water, toilets, sinks, appliences around the house , and etc.
