You possibly have a virus. Run Antivirus software to remove the virus.
You can try booting into Safe Mode and running a) a Spyware detection package such as Ad-Aware, followed by b) an anti-virus package such as Grisoft. (Both are available freely from the Web.) You may need a second machine to get these as it looks a bit like you may have one of those virii that stops you getting to AV sites. It may take a couple of goes to clean everything off, took me about a morning last week with a similar problem.
Windows allows this with their remote desktop management program from the control panel. Regular remote desktop does not allow this and it will log the person on the client computer out when you log into the computer.

You can't call 911 if the phone is locked with a password and it is a touch screen.
No, a screenshot is just taking a "picture" of whatever your looking at on the monitor. Some people take screen shots of their desktop, a game, an error message, etc.
Very simple. Get it repaired as soon as possible before locked screen becomes "BLANK SCREEN". :)
