The thermostat probably is opening up too soon, not allowing engine to get up to temp. This is more than likely the case if both fans stay on after you turn the engine off.
I have the same problem with my 2001 Impala. After some number of miles or months, the temperature gauge will stay at its lowest point, no heat will come from the vents, the engine performs slightly lower and when the engine is shut off the fan runs for some time afterwards. The only way I can fix it is to disconnect the battery for a few seconds and reconnect it. Then I am good for a couple of months.
there should be a air valve on the engine that you can bleed the bubbles out of the cooling system.
it shoulb be replaced about every 35,000 miles but some might be rivited into the value cover

Thermostat should be a 195 degrees F t-stat. Cooling fan(s) may not kick on until 215 degrees F.
You need to check your cooling fans and be sure that they come on at 232-235 degrees. They should shut off at 195-200 degrees.
This should happen automatically. Are you losing coolant, is the cooling system leaking somewhere? Have you just changed the coolant? Unless there is a leak, the system should purge by itself.

Cooling fan is shot. replace the fan. it should be an easy job on any other car except the impala. unhook the electrical plug. remove the four bolts. and have a very hard time pulling it out at the right angle.
When it's running hot you should hear the cooling fan running, if not that is your problem. If the cooling fan does not operate check the fuses, cooling fan relay, cooling fan switch and cooling fan motor. One of them is at fault.
They should all impala's from 2000-2011 have the same bolt pattern 5x115
A 2003 Impala does not have a timing belt. It has a chain.
