There could be several reasons that your 1995 Chevrolet pickup truck, will not accelerate and idles rough. The most common reason is a plugged fuel line.

Not sure what a hard code 8 means for a Festiva, but you can probably find a Haynes or Chilton Manual at your local library and get some understanding of the problem - whether you try to fix it yourself or have a mechanic fix the problem. I had a similar problem with a 1987 Cavalier and it turned out to be a bad catalytic converter. - Good luck. have you tried changing the spark plugs?
If a car starts and idles but does not accelerate can be numerous problems such as a malfunctioning throttle position sensor, fuel regulator, Manifold Airflow sensor or vacuum leak. A diagnostics test will reveal what is malfunctioning and needs to be repaired.

Very good chance the spark arrester screen is clogged. Remove it and give it a good cleaning then replace. Pretty good chance that will fix it.
There pay not be any power under acceleration if o2 sensors are bad, or if certain plugs are blown. This can also be caused by a bad battery or starter.Ê
