i have a 98 blazer and read in the manual that you have to use the dome override button for this Dome override button has nothing to do with headlights,but with the interior lights in your vehicle. So it depends on what your problem is exactly.
It is probably the running lights that are working and the regular headlights aren't working because of the switch or wiring. TAke it to a garage.

by design the DAY-TIME-RUNNING lights are not intended to be turned off by choice. When you start the 99 blazer with the parking brake on, the DTR lights are off. When you release the parking brake they come on. When you park again and apply the parking brake the DTR lights will stay on, unless you stop the engine and re-start the engine. Since the DTR lights are inter-wired to the regular headlights, they can not be defeated without affecting the regular headlights.
I have a used '02 Cavalier. I finally figured out that the previous owner disengaged the automatic running lights. If I manually turn on the headlights when I start up, before the clicking sound stops, that little wrench light doesn't come on. If you turn on the headlights after the clicking, then you're stuck looking at the light. Hope that helps. The clicking is the computer registering a problem, the wrench on the dash is Service Vehicle. This goes hand in hand with the BCM, body contol module which monitors your lights, brake lights, headlights, etc. Check all of your bulbs and i can guarantee one is out.
Sounds like a bad relay
You can, but not while it's running. Before you turn your key, you have to set the parking brake, not all the way but just a bit and then start the Blazer and the lights should stay off.
The head light switch is shorting out ,or a bad connection
Check the fuse for the headlights. It is probably open.
