What is wrong with a 1992 Mazda Protege LX 5-speed that has high screaching sound with first start and if heater is running Sounds like it is coming form the belts and is there a way to loosen them?

Actually, you don't want t loosen them. The noise is because the serpentine belt is slipping. When the vehicle first starts, the alternator works a little extra hard to put electrical energy back into the battery for use next time you need to start the engine. That extra electrical energy requires that the belt deliver more power to the alternator and if things aren't working right the belt will make that sound as it slips. Examine the belt. Are there cracks, missing sections of the ribs? Do you see signs of wear? If so, replace the serpentine belt. If that doesn't solve the problem, you probably have a weak belt tensioner.
