If it is your Finance/Financee then once they come wait a few weeks they usually have around 6 months to go back on that visa and then get married, after getting married you will file a packet called the I-485 Adjustment packet with the I-130 Immigrant petition for alien relative. Very Simple.. if it's a brother/sister then... there really isn't a loop.. May i suggest them enrolling in school or getting a job.. everyone loves a working Mexican :D
