if you are looking for an aquatic turtle, map and musk turtles are generally the smallest. In most aquatic turtles the male stays much smaller than the female. I would suggest Texas maps as the males grow to the maximum of 3.5".

No, because then your turtle will become confused and unsure of where they REALLY live. If you want to make changes then make sure they are very small changes.

When they're a baby try a ten gallon tank. The tank will ned to get bigger as the turtle does so it has more space
It depends on the turtle. Some turtles want a tank with mostly water and just a little land, some turtles want a dry tank with just drinking water. You need to find out what kind it is to find out what kind of environment and food it needs. If you purchased it at a pet store, an employee there should have the information you need or at least be able to get you a book with instructions for care. If it is a turtle you found outside I strongly recommend that you return it to the safest place you can that is still nearby where you found it. If this is not possible, or it is not safe for the turtle where you found it, or perhaps you inherited it from a friend or something like that... the pet store is still your best bet. Take the turtle in so they can more accurately identify it.
