Peter did not write any epistles to any one he only wrote the books of Peter 1and 2.

According to their salutations, they were written "To the pilgrims of the Dispersion in Pontus, Galatia, Cappadocia, Asia, and Bithynia" (1 Peter 1:1), and "To those who have obtained like precious faith with us by the righteousness of our God and Savior Jesus Christ:" (2 Peter 1:1).
