In UK at least a full B1 you cannot ride a quad on a motorbike licence.you just need a full UK drivers license to drive a quad (if your in the UK), you also don't need to wear a helmet as its not a legal issue :D
most states now are requiring that you be of age to have a vehicle operators license There are some ATV's (quad's) that are not road legal (like motocross bikes), so you don't need a driving license to ride them because you can't ride on the streets anyway. You need a license to be allowed to participate in competitions.

Well, you don't need a license period to ride a quad off road. Quads are not street legal, and unless you're on public roads, you can drive whatever you want, wherever you want (at that point though, trespassing etc. becomes a concern.)
You can operate a quad bike with a category B or B1 licence.
