Most States require businesses --within that State-- to have a State issued "medical license" such as Medical Osteopathic Optometric or licensed Optician.
However they have NO authority over any business operating outside their State or outside the U.S., thats why internet stores are rarely licensed.
Most internet eyeglass stores have no State medical license. There is no Federal license either. They can sell anything without anyone overseeing what they are doing.
Cheap but dangerous !
