Most notably, he forced the Congolese people to collect rubber in notoriously poor conditions with incredibly high quotas. The hard labor alone accounted for the death of 10,000,000 Congolese, but what is particularly jaw-dropping was that any Congolese person who did not make the quota had his hand cut off with a machete. The situation was so reprehensible that it received international outcry in Europe at the time, which was a quite an accomplishment, since at this time when Africans were generally considered to be lesser humans by Europeans.
