Probably due to quality. Belgian chocolate has always been made from the best ingredients, and thus earned the makers their superior reputation. Most 'ordinary' chocolate is made from a blend of cocoa beans. Belgian chocolate only uses one type. Think of it as the difference between a blended whisky and a single-malt.
To me Belgian chocolate is the best because this chocolate has a much fuller flavor in the mouth.
