Because some Arabs decided that Israel was rightfully theirs, even though they declined the UN's 1947 partition plan of a two state solution. And did not even ask for a country until 1967 when Israel conquered land in a defensive war (which according to international law allows them to hold the territories until an agreement is signed by both parties involved).
Despite what some people may try to say, the state of Israel does not simply go around killing innocent Arabs. They do not take away rights from Palestinians, in fact when the state of Israel was founded, Palestinians were offered Israeli citizenship, some accepted but many declined. Through the years there have been a number of Arab ministers in the Israeli government. Right now there are a number of Arab representatives in the Israeli government.
