Low fluid. If the Power Steering system has a leak, it loses hydraulic pressure and require more effort on the behalf of the user in order to steer the vehicle. Check your Plumbing, and fluid reservoir for leaks, replace faulty lines, gaskets, or o-rings. The power steering rack itself, may also have been struck in an accident. If the rack has lost it's linear integrity, it will be difficult if not impossible to turn.
