Not directly. If the engine is running, Power Steering should be OK, otherwise something else is wrong.

It sounds like the pump is weak. It couls also be a bad belt.

You can get one that uses it's own battery and not worry about that.
Several different things will cause a power steering leak. You may have a seal leaking on the pump. The hoses get weak over time and crack. The steering gear has seals that will leak as well.
a weak battery will not cause an engine vibration.
