You blink
It is not where it was last time it was looked at. That is the way astronomers do it - they take an old picture and compare it with a newer one, and see if there is a difference. The equipment they use is called a 'blink comparator'.
Different manufacturers use different blink rates. It is the choice of the designer. There isn't any standard blink rate. Data packets flowing on the cable move so quickly that if a blink rate was not used, the LED would flash too quickly, and it would be hard to see it working.

"Blinking" is the present participle of the word "blink" - to close and reopen both eyes quickly.

They move like we do, just extremely quickly, crossing a fair amount of distance even in just the time it takes someone to blink. In 'Flesh and Stone', we see Weeping Angels actually moving for the first time, these ones are weakened through starvation and can't move as fast as normal, but they are shown turning their heads and moving their arms.
