Sounds like you might have a bad starter relay.
you might have blow out a head or over headed the engine
It might happen because of a faulty starter gasket.
The battery might be dead, or your engine might not work. *EDIT* Check your ignition coil, or starter solenoid, instead of saying "your engine might not work". If you take a hammer and tap the starter when somebody else is cranking the vehicle then you need a new starter.
A 1991 Honda Civic DX 1.5 liter engine starter might stick because the starter is damaged. The flywheel might be missing teeth which could cause the starter to stick.
A bad TPS might cause the engine to not fire up during cranking. But not crank? Nope.
A bad crank sensor could do that. (if it has one)

It can affect the way the engine idles, the pistons fire, or the acceleration behavior. If the engine is revved up it may cause misfiring, motor vibration or backfires. Accelerating might be hesitant, and engine shaking during engine idle might happen.
If you mean ... why the crank won't turn when the key is on and the acc.'s will turn, Well sounds like crank shaft is locked up. When the crank bearings try to pile up on each other and jam the crankshaft in it's final resting place, till rebuild.
not exactly sure whats being asked but if your wondering how to replace the starter you first disconnect the battery then disconect battery cable from starter unbolt the starter i believe two bolts the reverse for installlation make shure to keep track of any spacers on the original and duplicate with new one but it might not be the starter check the solinoid first its mounted on the starter in GM cars if just a click or bad crank power its starter if theres no click and no crank it might just be the solinoid
