Italy, Spain and Germany all had Fascist governments prior to World War II.
Nothing, fascism is a word used to describe the system of government of Italy and a arguably Spain. The Holocaust was perpetrated by (mainly) the Germans and not supported by the Italians.
Both the Germans and the Italians were Fascists during ww2, but I am not aware of any countries being Fascist during ww1. Japan was very close to being Fascist too.
