There was not a new form of government. Each new emperor or emperors made up their own reforms, but there was not a systematic change of system. The situation over time was quite chaotic. Power remained in the hands of sole emperors or co-emperors.
In 251 BC Decius started a trend of having a co-emperorship with the title shared between father and son so that two men could coordinated the defence of the vast frontiers of the empire which were often under attacks in Western Europe, eastern Europe and the Middle East. In 285 Diocletian established a tertarchy (rule by four) for a short while. He created a co-emperorship with fellow general Maximian and ruled in the east, while Maximian ruled in the west. Two junior emperors were appointed to take charge of frontier hot spot areas in the east and west. The tetrarchy collapsed and Constantine the Great became sole emperor. Thereafter there was an alternation of co-emperorships and sole emperorships.
