Use an oil with the VW 502.00 rating, as given in VW's update of around 2004. Commonly available ones include Castrol Syntec 5W-40 and 0W-30 and Mobil 10W-40. Valvoline Synpower 5W-40 may also be available
5w30 full synthetic. i prefer Mobil 1

Use 5W30. 5W40 diesel-rated oil would be right for a TDI.
Probably your cam cover gasket (top of engine)leaking into the wells. You can use sealant instead of gasket

Yes.. you can actially upgrade the turbo on the mk4, though i do wanna warn you and inform you that you may want to first find which company you would like to go with first, and then figure how you will be driving while you use this turbo (Daily driving, project car, dragging etc.. Then you narrow down your choses, and choose the correct trim that you would like to use, you determine that by how you will be driving your car.. this process will make you happy and keep your car running longer, and smoother

10w 40 recomended, but for optimum performance use 5w 30
