It rusts because of the oxygen present in atmosphere. Rust is iron oxide - where the iron in the steel has combined with oxygen.

Preventing oxygen reaching the metal is the primary way to avoid rust, and this is done primarily with paints and other coatings.

Any part made entirely or mostly from steel or iron can rust.

Rusting is prevented by stopping oxygen access to the metal, most commonly by applying paint. Any place the paint is penetrated by oxygen will generally start to rust.

Rust spots are often started where the paint is damaged, such as by a stone chip. Untreated components will naturally rust first.

Car exhausts have a lot of water in them from the hot engine gases hitting the cold exhaust piping. The combination of heat and water speeds up the rusting process.

Can rust cause a car to age?

To answer this question precisely would necessitate me knowing what you mean by the word "age". If car A is 10 years old with no rust, but car B is 10 years old with rust, they are both 10 years old. The age of both cars is 10 years. Only time itself causes age. However, if you ask the question "Can rust cause my car to become no longer useful?" The answer to this is - yes. Rust eats away critical parts of the car so that it is no longer safe to use.
