As the US Civil War unfolded, there were rumors as early as the middle of 1862, that military officers loyal to General George B. McClellan might be "appointed" via a military coup to run the Union's war efforts. As true as that might have been, President Lincoln's main threat came from the Radical wing of the Republican Party. They first expressed their dissatisfaction with the formation of the Joint Committee for the Conduct of the War.Lincoln's closest advisors referred to the Committee as "Jacobins" as a reference to the French Revolution. The leader of the Radicals was Senator Charles Sumner, a pure tried and true abolitionist who asserted in open debate on the floor of the Senate that under the US Constitution, according to his interpretation, vested the primary role in waging war to the US Congress. This was not quite the Framers' intention, however, as the Radicals controlled Congress and the military were not endeared to Lincoln, the real threat to Lincoln's presidential war powers came from the Radical Republicans.
