I don't have a complete list of those presidents that were at other places than Arlington National Cemetery on Memorial Day but here are some recent times when that was the case:

-President Ronald Reagan was in office for eight years and only went to Arlington four times. In 1981 he was recovering from being shot. In 1983 he was in Williamsburg, Virginia. In 1988 he was in Moscow.

-President George H. W. Bush was in office for four years and never went to Arlington once. He was in Maine three of those times and in Rome the fourth time.

-In 2002 President George W. Bush was at Normandy in France on Memorial Day.

-President Barack Obama was in Chicago in 2010.

It is traditional for the President of the United States to lay a wreath at the tomb of the Unknown Soldier at Arlington National Cemetery on Memorial Day. But there have been several US Presidents that have not been able to be there to do that. In just the last 30 years the Presidents who have not done so are:

-Ronald Reagan on 4 occasions during his 8 years in office. He sent various other dignitaries in his place including Vice-President George H. W. Bush, Deputy Defense Secretary Paul Thayer and Navy Secretary James Webb.

-George H. W. Bush on 4 occasions during his 4 years in office. He sent Vice-President Dan Quayle in his place.

-George W. Bush in 2002. He sent Deputy Defense Secretary Paul Wolfowitz in his place.

-Barack Obama in 2010. He sent Vice-President Joe Biden in his place.

George H. W. Bush (1989 - 1993) did not go to the Arlington ceremonies at all during his 4 years as President. I believe Vice President Dan Quayle went instead.
