James Madison was the president when British soldiers burned the White House in 1814. He left the White House a few days before the British arrived. His wife, Dolley, stayed behind until word came that the British were close. Then she and the servants packed up some artwork and state papers and escaped before the British soldiers arrived and torched the White House.

Which president helped put out a fire in the capital?

I can not find any record that any US president helped put out fires in the capital. This is not a job for any amateur, especially not a sitting president. The British burned much of the capital in 1814 including the White House, but President Madison fled the city before the British got there. Except that one time, there has never been a fire in the living area of the White House.
